True- When considering only a small number of vendors or still in the exploratory phase, it is better to use a less formal request for information (RFI). This will allow the steering committee to properly evaluate the base features and functions of each vendor, and fine tune the requirements set by the committee, prior to sending a more formal request for proposal (RFP).
