To access the dark or hidden web you need the Tor (The Onion Router) browser installed.

Two Simple Steps To Access the Dark Web

Step 2: Using your newly installed Tor browser, access the hidden wiki of dark web services HERE

How it works:

Tor works by layering encryption with the random routing of packets. Such that each node only knows the source and destination of the adjacent nodes for the given packet, no other origination or destination information or message content is known by any given node.

Is it safe:

Tor is pretty much safe and secure. But I would not do anything illegal or mischievous as law enforcement agencies from multiple governments have been able to compromise the Tor network and locate miscreants. You should not be doing illegal stuff anyway. It compromises the entire purpose of anonymity on the web as it is widely used for political decent and rebellions against hostile and/or totalitarian states. These people need it and rely on it for the safety of themselves and their families. Illegal activity only encourages states to compromise the Tor project for "law enforcement" purposes. Please don't encourage them.
